I concluded Panorpa helena by the pattern on the wings, using Mecoptera of Ontario and an article by George Byers in Kansas School Naturalist.

Confirmed by today's understanding this is Panorpa helena.

Wow!
Now that should have been named a horsefly. It has a definite equine appearance. It would be neat to see a really close-up shot of the head.

It looks to me like a sea horse with wings!
