Moved tentatively -- it does look a lot like an Axinotarsus...

Shiny beetle on Hydrangia.
This is a very interesting pair of photos. I don't know of any native North American species of Malachiinae that have the intermediate antennal segments elongated as in these photos. This is probably an exotic species introduced from Europe! Possibly a species of Axinotarsus or related genus. Unfortunately, the photos appear to be of a female. If the male could be found and photographed, it would probably be identifiable.
