Oops.
I looked through my keys and it is definitely not Culiseta inornata.
I agree that it is probably Ochlerotatus, and though I'm not totally sure, it may be Oc. cinereus or aurifer.

It may be Culiseta inornata.
I'm looking through the species account in Mosquitoes of North America (Carpenter & LaCasse 1955), and it matches exactly for all the characters I can see in the photo. I also seem to recall, for the Cs. inornata I've caught, that they had the same faintly purplish sheen on the darker scales, just like this one.

If those light bands on the abdomen didn't look basal, I might think of Psorophora cyanescens. Did you get any other shots showing the abdomen a little more clearly? Or perhaps you have a higher-res version of this one?
Anyway, it may remain a mystery.

They still look basal to me. I would guess this is an Ochlerotatus but I can't really go beyond that.
