Moved from Flies. i'm thinking that this is an agromyzid, maybe genus Agromyza. I'll move it to the family page in the hope that someone will see it and figure out if i'm wrong.

 
Notiphila!
It looks like Rob has been vindicated with his initial placement of this image in Ephydridae. Steve is right: it's not a chamaemyiid. It isn't an agromyzid either because there are none with just one orbital bristle and heavy grey pruinosity. After careful re-examination I am identifying this as a Notiphila, similar to the one below:

This is not a chamaemyiid. It has a similar gestaldt, but a few things preclude it. The wing appears to have a costal break, there is no prescutellum, and there is only one fronto-orbital seta. Although I don't have an alternative for it, it is not in this family.
