Seems to most closely resemble Chlorotabanus in your guide -- with the exception of eye color.

A female, can't think why the eye colour is different between this and the earlier specimen. Your specimen has lost most of its golden hair from the thorax, otherwise green colour is excellent and the eyes are as I remember seeing them in South Carolina
