Yes.
It appears that this is a female tussock moth depositing eggs atop her cocoon, though the frothy exudate is not typical, to my (limited) knowledge.

Froth
The froth
is
typical of white-marked tussock moths. I don't remember off the top of my head if that's the only tussock moth that makes a frothy egg covering like this, but the family ID is certain, anyway.
