This is a Braconid and looks like it is probably in the subfamily Agathidinae. Unfortunately, however, the wing venation is just out of focus enough to be unable to confirm. If you can crop and enlarge the wings (in focus), then it might be possible to confirm. Nice shot however! Its hard to see those dark wings...

I think this is my only image of this wasp, but I'll see if I can get an in-focus closeup of the wings.
