spittlebug nymph
Please watch for adult spittlebugs; this nymph is unknown, and may belong to a rare genus (Philaronia) with a single western species in the USA (plus one even rarer species in the east and several in Mexico). It's not the common prairie spittlebug genus (Philaenarcys) whose nymphs have black stripes across each segment.

Ok. There are quite a few of these in the area that I found this one. Should I collect some of these as well ?

....
Andy,
I collected a couple of "spit wads". They are on Common Ragweed, which I collected with them.
I also caught one of the leafhoppers as you suggested....at least I believe it is the right one. I will try to catch some more tomorrow. I saw many but caught few. The little suckers are a lot harder to catch and put in a container than to just take pics of them.
Please email me outside of BugGuide and let me know how and where to send them.

Philaronia abjecta
The single western species in the USA. I have seen nymphs from MT and they are also yellow-orange, like this one.
