Sphecidae.
I can't be sure beyond family level from just this one image....

 
I'm told it's a blue mud wasp...

I'm not certain what it is but my best guesses are Sphex pensylvanicus or Isodontia philadelphica

 
Probably the first one...
I don't see these very often with their wings spread out as they were shown in a picture on the web. Thanks for the input.
