found perching along pond in yard

Dancer
I believe this one is a Blue-fronted Dancer (Argia apicalis) due to the really blue color, thin humeral stripes and segments 8, 9 and 10 being blue. I think the males are usually the bright blue. I'm certainly no expert though, so check them out and see what you think while waiting for a confirmation or dispute.
