Size: 8 mm
I believe this distinctive species with the wing entirely colored is called H. pullata, but I don't have anything to confirm it. If someone has the Coquillett description or Cole's Flies of W NA, I think it should clear up.

H. pullata
I checked Coquillett's paper describing H. pullata and he separates it from other Hemipenthes on the basis of the entirely dark wings, so this looks like a safe ID.

Boy, that has a different look to it.
Don't know it I'd have recognized it as a bee fly. Hope I would now!
