Strange Bee - Bombus - female

Strange Bee - Bombus - Female
Perry County, Pennsylvania, USA
July 17, 2008
Size: 2 Cm
I have never seen anything like it before. I found it feeding on a roseasharen bush. Could it be another species of leaf cutter? I have basically ruled out a species of Bombus based on the bare abdomen.
