Fly or Bee? - Andrena - female

Fly or Bee? - Andrena - Female
48.16366N 53.96668W (WGS84), Clarenville, Randon Sound, Trinity Bay, Newfoundland/Labrador, Canada
July 17, 2008
Size: 11 mm head to wingtips
I'm guessing that this is a bee even though I can't see 4 wings but I can't see any halteres either. Perhaps it's a fly. It was on the flowers of a wild rose bush. I should be able to tell the difference by now but I'm not very good at ID'ing the 'bugs' I photograph.
