fairly sure this is monobia quadridens... them and their look alikes (that i posted photos of yesterday) are attracted to the mint plants every year..

Monobia look-alikes
What other look-alikes do you get? Do Euodynerus schwarzi and/or megaera occur in your area? The two occur very rarely in extreme southern Ontario but your area is more hilly and might be to cold for these species. What about E. bidens?
