I found this wasp on a patio table, wedged between a leg brace and the glass top where it died

Agreed...
IDing is tricky here, but based on some hairiness and iridescence, most likely Chlorion aerarium. Salem is west of the Cascades, however, past the end of the range for C. aerarium, which makes me lean towards Chalybion californicum. We'll see what others think.

It appears
to be a Blue Cricket Hunter or Blue Mud Dauber. My guess is Mud Dauber but I am not even close to being an expert, lol.

Another vote for Chalybion.
I think of Chalybion as 'more' hairy than Chlorion, not the other way around. Oregon specimens of Chlorion are also much more vividly metallic blue-green than Chalybion. You can find Chlorion along the railroad right of way at The Dalles, where the cut is somewhat narrow, and their are mountain ash(?) trees and lots of poison oak (one of the hazards when one goes looking in that productive habitat).
