I'm reasonably confident that this is another , but I always like to have confirmation (or correction) from the experts on BugGuide. Seen in our garden on Eriogonum giganteum. (live oak/chaparral habitat).

note facial fovea diverging above from eye margin (towards ocelli)

the yellow clypeal spot is characteristic of some Hylaeus (Paraprosopis) polifolii (Cockerell, 1901) females.

"Females of H. polifolii which possess the preapical clypeal macula are easily recognized" (Snelling, 1970:41)
