This ID is based on the other image in the guide plus the host plant which seems to be Sitka Alder.

Alder
Based on description in the
Flora of the Pacific Northwest
(Hitchcock & Cronquist 1973), I think this is Sitka Alder
(
Alnus viridis
ssp.
sinuata
)
because the catkins are developed on twigs of the current year (not twigs of the previous year per Red Alder) - see second photo. Also leaf margins are doubly serrate (not merely sinuate per Red Alder).
