Alder
Based on description in the Flora of the Pacific Northwest (Hitchcock & Cronquist 1973), I think this is Sitka Alder (Alnus viridis ssp. sinuata) because the catkins are developed on twigs of the current year (not twigs of the previous year per Red Alder) - see second photo. Also leaf margins are doubly serrate (not merely sinuate per Red Alder).
