The pronotum looks like it has some transverse ridges, and it seems to lack obvious setae. Both of these features would make this Dicromantispa sayi. See the Identification section here: http://bugguide.net/node/view/71733.

it sounds like these may be L. pulchella. Hopefully John Oswald will looks at these. If he doesn't have a chance to look, I'll go with your judgment.

 
Caution advised...
Well, thanks for your confidence, but I really don't know what characters to look for, and it is reported widely that D. sayi is quite variable. The best things I could see in Cannings and Cannings paper were the broad mark spanning the eyes on the top of the head in L. pulchella, and (perhaps) the orange (not brown) pterostigma. On your photo above, I am really not sure of either of those characters.
What I have not seen is a key to even differentiate the genera. Surely there must be some pretty big difference in order that they be in different genera! (Surely.)
I e-mailed Dr. Hoffman, who wrote the paper on these things, but I'm not sure I had a current address.

Incidentally, if you have any shots showing the head from above on this one, those might be interesting.
