The strangest to ID - Philaenus spumarius

It was only when I saw these images of this that I found out it was alive. never seen anything like this before. Any ideas as to what it is would be helpful.

Cercopidae
A "shed skin" (exuviae) of a spittlebug nymph, probably the meadow spittlebug. They molt in a chamber made of stiff spittle, but eventually that dries up and falls away.

Size would help
We want to say the exoskeleton (exuviae) of a leafhopper, but we don't see those big back jumping legs, so it might be something else.

It looks like the exoskeleton of a cicada, but I'm unsure what kinds (if any) are native to your area.
