This dragonfly appeared on my steps minutes after I had just been there. Was it blown in by the wind? Could it have been stung by a wasp? Shortly after I put it in the grass, several wasps appeared and began to dismember the dragonfly. I got a picture or 2 of that, but didn't know if I should submit them.

Probably not stung by wasp
but maybe it was hit by a car and blown onto your front step by wind. The wasps were probably just taking advantage of a meal that you put in front of them.

As to ID, I think Jason's comment that it's a Lance-tipped Darner is reasonable.
