This wasp stung a friend while he was photographing a Harvester. I think it's Polistes anularis. Can someone confirm?

why are these wasps so rare these days
I was wondering why they are so rare these days. What echosystem do they like most.

Yes it is a Polistes annularis and my favorite, I wish someone woud video tape this wasp and put it on youtube. I myself have one seen one is four years and it was around the Sanford Zoo when I saw one flying around.
