33 mm is slightly more than an inch (=2.54 cm, or 25.4 mm!)

T. figuratus is approx. 2 inches + in overall length!

Too small
I agree, if the measurements are accurate then this is way to small to be T. figuratus and is in fact D. olympusa. Tibicen figuratus
I admit that I do not know D. olympusa, but the short wings do not look like those of Diceroprocta. The shape and color match those of Tibicen figuratus.
