It seems to have two eggs on its head. Another Tachinid I guess.

Stenotus binotatus.
Pretty sure this is Stenotus binotatus. The "eggs" are reflections of light from the insect, most likely. Tachinid eggs are matte.

 
Thanks for the ID
I enlarged the original image as far as I could and the two spots seem to have some volume. They are not reflections, if not Tachinid eggs, then something else.
