Magicicada cassini (?)
It is certainly a Magicicada. I'm inclined to consider this to be an an image of M. cassini. Since I do not see the light brown area anterior to the wings on the thorax,..typical of M. septendecim, that would be my most educated guess without the specimen in hand.
