Cyrpoptus reineckei
This species is only distinguishable from the closely related C. belfragei by details of the venation. In general, C. belfragei has a paler edge to the front wing, so the oblique pale band near the wing tip is less clearly marked.

Fulgorid.
I am pretty sure this is a fulgorid bug, but I have no idea if Cyrpoptus reineckei is also a fulgorid.

All the species with long wings and densely reticulate venation like this are Fulgoridae.
