Not an easy one
Definitely Hybomitra. Would like to have seen the palps below the head and a side view of the antennae. However, I'm reasonably confident that this is Hybomitra epistates

I'll try to get better angles, but this one flyw when I got low enough to look it straight in the face. It was on the tailpipe of my car, and people driving by must have thought I was nuts photographing my tailpipe.
