Not an ID but
I suspect Chloropidae (Frit Flies), probably Chloropinae, but then I can't say.

 
Agreed: frit fly.
IDs to Chlorops are tough to get, but perhaps you'll have some luck. I think this is a gravid female. Good work; these are tough to shoot, particularly without a DSLR.
