Size: 12-14mm
The black circle on the back strikes me as an interesting pattern that should make ID possible, I've done some searching, but will continue to look through the guides as well. If anyone has an ID, it would be really appreciated. Thanks.

I'm not an expert...
... but I can't help but think this looks like an ant to me instead of a wasp.

I can say she's a Camponotus queen but don't know of any that fly this late in the year. Pretty though.

Regrading the waspish appearance - Well, ants are a lineage of wasps, in the phylogenetic scheme of things.
