I found these cute little bugs along a stream on only one plant which I can not identify . I walked a full mile along the stream and only saw 4 of these guys on the same plant . I laughed when I noticed their " smiley faces " .I thought that they were nymphs , but the third one flew away . If a bug has fully developed wings , does that mean it is full grown ? Thanks for any comments , sincerely Beth

Anchor Stink Bug (Stiretrus anchorago)

Cosmopepla here, but don't hold that ID firm until an expert stops in to ID them.

 
Wings = Adult
I once saw a pygmy grasshopper - didn't know that at the time - that I thought was a juvenile until it took off.
