Size: ~2cm.
Seen in our garden on Echinacea purpurea. (live oak/chaparral habitat). After looking at plate 30 in Bohart, R.M. and Gillaspy, J.E. 1985. California Sand Wasps in the Subtribe Stictiellina. CIS Vol.27, I'm guessing that it might be Steniolia scolopacea, but it's probably not possible to be certain from a photo.

Probably.
Probably is a Steniolia, but some Glenostictia look very similar. Nice images, Gary!
