Size: 1.3 cm head to tail
I saw this on only one occasion in late June, 2008. It is now mid-August.

A Lampyrid?
We have a similar species in the Northwest, Black Lampyrid beetle Ellychnia hatchi, according to Haggard and Haggard. ,
