Size: About 2 inches long
I think it is laying eggs under the tree bark! please help as soon as possible!

Yes, she's laying eggs
- in horntail larvae living under the bark - so she's doing the tree a favor. Giant Ichneumon wasp, see genus Megarhyssa for info.

Specifically, looks like this one (to me):
