ID
This is one of those flies which used to reside in Phthiria but now is placed in one of several genera. I am leaning toward Poecilognathus, too. The pale wings are due to the freshly hatched condition of the specimen. Fully sclerotized, it may not look so unusual. We can sort to Phthiriinae, at least.

Perhaps Poecilognathus but this one is unusually colourful.

A really odd one.
Looks like a flower frequenter from the beak. Thorax and wings are quite cool. Hope you get an ID on this, as I'll be looking on.
