From BugGuide examples, looks like Swamp Cicada (Tibicen chloromerus). On wood fence rail.

Agreed, formerly known as T. chlormerus this specimen has all the markings of that species. It's dark green eyes, dark green pronotum, black pronotal collar and very dark mesonotum is indicative of that species not to mention T. tibicen is found in abundance in New York.
