White fuzzy gall on saltbush (Atriplex canescens, I think).

Yes...
I'm looking at the key and illustrations in this book, and Asphondylia would be the genus for any midge gall anything like this on saltbush. The gall that is the best match, made by A. floccosa, is on Atriplex polycarpa. None of the other woolly saltbush galls are more than 1 cm across. Is it possible that it was that species of saltbush?

 
Not Atriplex polycarpa
I'm not positive it's Atriplex canescens, but it's definitely not Atriplex polycarpa. Thanks for all the useful info.
