Size: Very small.
July. Found better one.

Picture-winged fly?
This is probably a picture-winged fly in the family Ulidiidae (formerly Otitidae).

 
I would agree
I did see a picture of a Picture-winged fly once, but it only had small dots or so. I did see a similarity and it looks like I was right in the end.

Thanks for help.

Edit: I think it might be a chaetopsis
