This is Procecidochares and very likely the species atra. The wing pattern is very characteristic for the genus.

Looks like Eurosta
Sure looks like
Eurosta
, e.g., Goldenrod Gall Fly, E. solidaginis, or a related species. There is supposed to be variation in the wing markings of E. solidaginis, and there are other species in that genus. I think I'm close--I looked at those flies quite a bit earlier in the summer.
