This appears to be a shell of some sort, since a tiny "projection" comes out and moves the whole creature. They are light green in color looking like a seed....completely flat and look the same on both sides

Larvae of leaf-mining moths, family Heliozelidae, genus Antispila or Coptodisca. See microleps.org for more info.

Does that seem to fit? If these were found near water, I have some other suggestions...
