Looking at wing veination I see three submarginal cells; not sure about the jugal lobe from my image. The second recurrent vein doesn't seem to be s-shaped, so probably not a Colletid.



By the way, the plant it is visiting is a Rubber Rabbitbrush (Chrysothamnus nauseosus).

not Nomadinae

Cuckoo bee.
This is one of the many species (and genera) of cuckoo bees. I believe this one is in the tribe Epeolini, certainly in the Apidae family. Nice image, and a true expert could no doubt do better on the ID.
