I'm thinking this is Norvellina seminuda, although the brown band is shaped differently (a straight line on its anterior edge). ID comments appreciated.

Norvellina seminuda
The brown band varies in exact shape, but is always at least as wide as the white space between it and the tip of the scutellum. In N. novica it is narrower than that space, in part due to the longer wings.

I wish I could help. The species page says "Similar to N. novica, but with the wings shorter." But we don't have any novica to compare to, so I had a couple I just put at genus until I get help. Your wings might look shorter than mine?
