My sister took this picture of two bugs. She and my brother-in-law would like to know what kind of bugs they are and if possible, to know from the picture, what they are doing. This picture is nowhere near as nice or clear as the ones I see on this website but I hope someone can idenify these bugs. My brother-in-law's first guess is a mosquito sucking the blood out of a wasp. If it helps, the two bugs are hanging from a tomato plant leaf that has just been dusted with "Seven".

The predator is a fly, but it's a Robber Fly in the family Asilidae. This particular individual is in the genus Diogmites. They're a large group of predatory flies and can range from 0.5cm to over 5cm in the largest ones. Very cool insects. The prey appears to be a paper wasp, though I'm not sure.

 
Prey looks more like another fly to me. (Note antennae.)
