It looks like a small larva on the clover leaf. Does anyone know what mines clover leaves?

Moved from leaf mines. There are a few generalist Liriomyza species that could have made this. L. pusilla is an outdated name; L. trifolearum is probably the most likely suspect.

That fly uses plenty of different host plants, so it must be fairly common.

 
That species
is not known to occur in New England, according to the linked page. I just checked an old reference on leaf-mining insects, and actually the only insect it lists as a clover miner is Liriomyza pusilla. I gather there has been some confusion and misidentifications in this genus, but it seems to be safe to call it Liriomyza anyway.
