Would appreciate ID of this insect. Is it a fly? a bee? Many thanks!

This is a wasp in the family Tiphiidae, and probably the genus Tiphia. Nice shot!

Many thanks, Eric, for the ID. Does anybody know whether this is a spring or fall version of Tiphia. (It was taken in September in Louisiana.)

Not sure.
There are several species (at least) in the eastern U.S., and they do have overlapping emergence times. You practically have to dissect them to tell them apart.
