Tibicen tibicen
Formerly known as T. chloromerus, the extremely long opercula which taper inward at the outer edges, green eyes and greenish legs is indicative of that species and is found in abundance in the mid-Atlantic states. It's lack of a black stripe located medially on the sternites of the abdomen rules out other Tibicen species which are found in Delaware.

I took this photo same day about 6 minutes later as this Cicada. I believe its the same individual but could not be 100% sure so I posted this one hoping to get someone to notice it and perhaps get it closer to an ID.
Edit: Actually, I was leaning towards Tibicen pruinosus but I'll wait for experts.
