Fly, on cactus, associated with cochineal

Fly, on cactus, associated with cochineal
Santiago Oaks Regional Park, Orange, Orange County, California, USA
September 21, 2008
This small fly is found on cactus in the presence of the cochineal insect, which is often accompanied by a small chalcid wasp and tiny ladybird beetle.

Does anyone know the fly?

Moved
Moved from Milichiidae.

Moved
Moved from Acalyptratae.

Probably Milichiidae
Deja vu:

Thanks again
Guess it's more associated with cactus than with cochineal per se.
