My elderberry and choke cherries are covered with these. I've also seen them on Goldenrod.
Any ID help will be appreciated. I looked through Wagner but didn't see this

Based on the number of prolegs, I'll venture you have a sawfly larva of some kind. Hopefully someone more knowledgeable than I will happen along.
