Size: ~16mm total length.
Came to black light last night, I'm guessing it may be Feralia februalis. (live oak/chaparral habitat).

Not a Feralia
I don't know what genus it belongs to but I think it is not a Feralia. First at all, all Feralia species are early spring fliers while picture of this one was taken in September. Second, there are differences in the forewing pattern. In species of Feralia the postmedial line is white bordered with black on both inner and outer sides while in this one it is white on inner side and black on outer one. In species of Feralia the subterminal line is very obscure or almost absent while in this one it is very obvious.

This is Feralia jocosa. There is a pattern near the edge of the fore wings that separates this species from F. februalis, but it is very cryptic and difficult to see.
