Actually, this specimen is Tibicen tibicen (formerly T. chloromerus). The green eys, green pronotum and black pronotal collar are all keys to this species. In addition, I notice that your specimen has light patches of green on the pronotal collar located at the humeral angle which is also indicative of female T. tibicens but is considered rare.

for the correction, Gerry. I changed the one on my web site twice now. I am pretty confident with T. tibicen after you described the keys. If you have a minute, I wonder if you might check this photo to confirm the ID?

This image is an extremely dark form of Tibicen tibicen but you can clearly see the green eyes and everything else seems to be correct for Tibicen tibicen. Where was this taken?
