Syrphid
Copestylum, to be a bit more precise. If you try to run it down further, marks on thorax may be significant.

 
could it be Copestylum vittatum?
I just happened to notice that they look alike.

 
I'm a little smarter this year
But still don't know enough to get these to species. (With several, a face shot showing absence or presence of a black stripe is essential. Not sure if that applies here.) We do have an expert that looks these over on occasion. Since he hasn't commented here, I'd guess the ID for this one ends at genus.
