I agree,
its a Leucospis, and a female (see her ovipositor carried dorsally). Sorry, I can't help with species. (There are six Nearctic species, but I don't have a key nor any knowledge of distinguishing characters.
P.S.: L. birkmani is black & yellow, with ferruginous markings, but I have no idea what all of the other spp. look like. I suggest to keep this at genus level until an expert can chime in.
